A Cooperative agreement is an assistance instrument used when substantial involvement is anticipated between the Federal government and the State or local government or other recipient during performance of the contemplated activity. The Terms and Conditions agreement is written between parties to cooperate on an agreed upon project or meet an agreed objective. It lays out the ground rules of a positive cooperative effort. It is also known as a memorandum of agreement.
