Pre-consumer materials, or by-products, are those that have not reached a business or consumer for an intended end use. This would include industrial scrap material, overstock, or obsolete inventories from distributors,  wholesalers, and other companies. Pre-consumer materials do not include materials and by-products generated from commonly reused products  or those included in the original manufacturing process or separate operation within the same or parent company.
